Care leavers, young people who have aged out of the care system, face a disproportionately high risk of homelessness. This alarming trend is a direct consequence of systemic failures and a lack of adequate support.
A recent report by Become, a national charity supporting care leavers, revealed that 9.13% of care leavers aged 18-25 were assessed as homeless or at risk of homelessness in 2023. This figure is significantly higher than the estimated 0.97% of non-care-experienced young people in the same age group.
 
The Root of the Problem: Local Connection Requirements
 
One of the primary barriers to housing for care leavers is the stringent local connection requirement. This policy mandates that individuals must have a strong tie to a specific area to qualify for housing assistance. For care leavers, who may have been moved multiple times throughout their childhood, establishing such a connection is often impossible.

  • Recognising Care Experience as a Protected Characteristic: This would provide legal protection for care leavers, safeguarding them from discrimination and ensuring they receive the support they need.
  •  Increased Funding for Supported Housing: Investing in supported housing can provide care leavers with the stability and support they need to transition into independent living.
  •  Improved Aftercare Services: Strengthening aftercare services can help care leavers to develop essential life skills, such as budgeting, cooking, and job searching, and to access mental health support.
